Over the ages, a number of empires have exploited and looted the resource-rich lands of Africa. At its height, the Roman Empire stretched from Scotland in the northern hemisphere to the deserts of Africa in the south. The Romans stripped their North African territory of its trees, making it their breadbasket of grain production. Originating in central Africa, malaria was likely spread to the center of the Roman Empire on their cargo ships. Passengers on their boats could have carried malaria in their bloodstream before becoming symptomatic, and water barrels on board could have harbored mosquito larvae. In fact, the DNA work of Dr. Robert Sallares has proven that the most lethal form of malaria helped topple ancient Rome. Fast forwarding to today, the blow-back from industrial agriculture and transnational corporate land grabs in Africa has now reached the shores of the hegemonic American Empire in the form of a deadly tropical disease called Ebola.

The Roman Empire seized fertile African land by brute force, but in modern times capitalist industrial civilization takes over Third World countries with the stroke of a pen. Structural adjustment loans by such tools of western power as the IMF and World Bank are signed requiring privatization of the economy and government cuts in social spending. Vast tracks of forests are cleared for mining or monoculture crop production such as palm oil. Subsistence farmers are dispossessed of their ancestral lands and forced to migrate to cities in search of work. Deprived of adequate healthcare and the opportunity to earn a livable wage, these urban poor live in squalor and are driven to hunt in the surrounding forests for a cheap source of protein known as bushmeat. Fruit bats, a keystone environmental species, have been identified as an Ebola virus host that has spread the disease through bushmeat consumption, habitat destruction, and human encroachment. Thus the neoliberal agenda of ‘developed’ nations has acted to create the atmosphere from which this pandemic arose.

Due to the long history of exploitation by outside powers, native Africans are justifiably wary and prone to conspiracy theories involving intervention by Western institutions as well as their own governments which have been, to a great degree, corrupted by the resource curse. These unpleasant facts are, of course, never mentioned by the MSM because it might spark a flicker of moral compunction in the ‘developed’ world which has ended up with so much of Africa’s wealth in the form of rare earth minerals used inside electronic devices, gold and diamonds in jewelry, or petrol pumped into vehicles. The horrific realities behind conflict minerals are always kept out of sight and out of mind by the next consumer diversion.

The following video is a brilliant lecture by Rob Wallace, evolutionary biologist and public health phylogeographer, discussing the epidemiologic links between the current Ebola outbreak and the socioeconomic policies of capitalist industrial civilization.

“Pathogens routinely trace society’s inequalities and expropriations like water traces cracks in ice… Ebola represents such a case. The shifts in land use in the Guinean region where the new strain apparently emerged are connected to the kinds of neoliberal structural adjustments that, alongside divesting public health infrastructure, open domestic food production to global circuits of capital… [The corporate agribusiness land acquisitions in Africa] are markers of a complex policy-driven faith change in agroecology…that undergirds Ebola’s emergence here.” ~ Rob Wallace

In biology there is a phenomenon known as the Allee effect which occurs when a species declines to a critical population threshold, becoming too spread out over a large area to find a mate for reproduction and thereby making a crash to extinction all but inevitable. The Allee effect applies to infectious diseases as well, and if you can knock down an outbreak below an infection threshold through such methods as vaccinations or proper sanitation, then the outbreak can burn out on its own. However, as Rob Wallace wryly states, “…structural problems can render emergency responses null and void, no matter how much Bill Gates pays out.” In other words, we may have destroyed the ecosystem’s natural ability to keep such pathogens in check and from expanding out of control in the future:

“…commoditizing the forest and neoliberal dispossession may have lowered the region’s ecosystemic threshold to a point that no emergency intervention can drive the pathogen population low enough to burn out on its own. The pathogen will continue to circulate with the potential to explode. In short, neoliberalism’s shifts aren’t just a background upon which such emergencies take place. It is the emergency as much as the virus itself. And history has demonstrated this time and again. Faith changes and social organization, for better and for worse, change epidemiologies. Domesticated livestock served as sources for human diphtheria, influenza, measles, mumps, plague, pertussis, rotavirus, tuberculosis, sleeping sickness, etc. Ecological changes brought about upon landscapes by human intervention selected for spill-overs of cholera from algae, malaria from birds, and dengue fever and yellow fever from wild primates… We can pretend otherwise for Ebola, but in protecting the rationals for institutions and policies that likely brought about such outbreaks, if as byproducts of a greater economy alone, we will surely only compound the problem. If not by Ebola this year, then perhaps something else next.”

In addition to the ecosystemic impact of industrial agriculture and global circuits of capital, our highly mobile society and the consequent climate disruption from fossil-fueled globalization have worked to propel the spread of invasive species, diseases, and pathogens:

The following graph show the increase of invasive species since 1500 with an explosion in the last 100 years:

Overuse of antibiotics and lack of developing new antibiotics are also facilitating the mutation, spread, and rebirth of deadly pathogens across the globe. No new class of antibiotics has been discovered since the 1980’s.

Below is a chart showing the increase in bacterial resistance for selected pathogens. “For example, Staphylococcus aureus resistant to methicillin has increased almost 70% since about 1975.” The dawning of an antibiotic apocalypse is upon us:

Snap 2014-10-19 at 10.14.49

A new tv special entitled The Trouble with Antibiotics aired this past week (h/t reader PBM):

“FRONTLINE investigates the widespread use of antibiotics in food animals and whether it is fueling the growing crisis of antibiotic resistance in people. Plus an exclusive interview with the family of a young man who died in a superbug outbreak that swept through a hospital at the National Institutes of Health.”

Amplifying what some call peak antibiotics is the fact that in our capitalist economy, the perverse incentive for monetary profit discourages pharmaceutical companies from developing new antibiotics; there is no market for curing… only prolonging:

…Ebola emerged 40 years ago, and, Dr. Chan said, there were no vaccines or other remedies because it has traditionally been confined to poor African countries. A profit-driven pharmaceutical industry had no incentive to make products for countries that could not pay, she said.

The risks of neglecting health care in developing countries are global, Dr. Chan said, adding that “when a deadly and dreaded virus hits the destitute and spirals out of control, the whole world is put at risk.”… – link

The budget of the National Institutes of Health (NIH) has also stagnated, leaving Dr. Francis Collins, head of the NIH, to admit that an Ebola vaccine would likely have been found by now if not for budget cuts:

o-FRANCIS-COLLINS-570

The fragmented and “crapified” nature of America’s for-profit healthcare system has also factored into the fumbled response to Ebola’s invasion into America, as Yves Smith at Naked Capitalism explained recently:

…the statistics say compared to other developed countries, US processes and outcomes are at best mediocre using the best of some admittedly flawed metrics (look here), yet our costs are much higher than those of comparable countries. Furthermore, on Health Care Renewal we have been connecting the dots among severe problems with cost, quality and access on one hand, and huge problems with concentration and abuse of power, enabled by leadership of health care organizations that is ill-informed, incompetent, unsympathetic or hostile to health care professionals’ values, self-interested, conflicted, dishonest, or even corrupt and governance that fails to foster transparency, accountability, ethics and honesty…

…The US health care system is now heavily commercialized. Health care corporations, including pharmaceutical and biotechnology companies, are often lead by generic managers who subscribe to the business school dogma of the “shareholder value theory,” which seems to translate into putting short-term revenues ahead of all other goals. Thus they have been“financialized.”  At least in the pharmaceutical and biotechnology sector, such financialization appears to now be global…

…from 1983 to 2000, the number of managers working in the US health care system grew 726%, while the number of physicians grew 39%, so the manager/physician ratio went from roughly one to six to one to one (see 2005 post here). As we noted here, the growth continued, so there are now 10 managers for every US physician…

International institutions such as the World Health Organization (WHO) have also been “crapified’ under neoliberal ideology:

There is little wonder why the Ebola outbreak caught the WHO so flat footed as they spent months making mealy mouthed statements but never coordinating an effective response. The Gates foundation is the WHO boss, not governments, and if they weren’t demanding action, then the desperate people affected by Ebola weren’t going to get any…

…The Bill and Melinda Gates Foundation has pledged an additional $50 million to fight the current Ebola epidemic but that too is problematic, as Director General Chan describes. “When there’s an event, we have money. Then after that, the money stops coming in, then all the staff you recruited to do the response, you have to terminate their contracts.” The WHO should not be lurching from crisis to crisis, SARS, MERS, or H1N1 influenza based on the whims of philanthropy. The principles of public health should be carried out by knowledgeable medical professionals who are not dependent upon rich people for their jobs.

The Gates are not alone in using their deep pockets to confound what should be publicly held responsibilities. Facebook founder Mark Zuckerberg announced that he was contributing $25 million to fight Ebola. His donation will go to the Centers for Disease Control Foundation. Most Americans are probably unaware that such a foundation even exists. Yet there it is, run by a mostly corporate board which will inevitably interfere with the public good…

Essentially, both ISIS and the Ebola pandemic are crises of the corporate state’s own making. Vast sums of money have flowed into America’s war machine to fight the terrorist threat of ISIS, yet the specter of a global pandemic has elicited a much more belated and tepid reaction from the leaders of our brave new privatized and financialized system of government. As with climate change, it has become clear once again that the health of the world and its people cannot be trusted with these adherents of neoliberal capitalism, and as I stated in a previous blog post, the conspiracy is systemic and legalized. The virus of capitalist industrial civilization appears to be on an unstoppable trajectory of burning itself out within our children’s lifetime.

“It was a nice run for the biosphere, but it finally came down with a lethal disease, homeostasis lost, the pyramid of life reduced to the pancake of life.” ~ James

Dissecting some recent New York Time’s propagandist cheerleading on the fiscal cliff deal as “progressive taxation”, Yves Smith calls it as it is – ‘A Big Lie’. Her article appears in the NYT Examiner which is a site dedicated to analyzing the corporate spin of the New York Times.

Here’s an excerpt:

Screen shot 2013-01-06 at 1.17.12 PM

The Matt Taibbi piece she links to is also worth your time to read.

When you have an economic system that rewards those who can most effectively exploit society and the environment, then psychopaths invariably rise to the top of the socio-economic heap. That’s why Obama has no hesitation in carrying out extrajudicial assassinations, or that former Countrywide CEO Angelo Mozilo lead the charge on profiteering from sub-prime mortgages, or that BP CEO Tony Hayward can set off an epic ecocide in the Gulf of Mexico and call it “tiny” and then complain that he “wants his life back.” The book ‘The Wisdom of Psychopaths: What Saints, Spies, and Serial Killers Can Teach Us About Success’ lists the top four jobs for psychopaths as:

1. CEO
2. Lawyer
3. Media (TV/radio)
4. Salesperson

I can’t believe that politicians didn’t even make it into the top ten.

Politicians are more likely than people in the general population to be sociopaths,” says clinical psychologist and author Dr. Martha Stout…”I think you would find no expert in the field of sociopathy/psychopathy/antisocial personality disorder who would dispute this,” Stout continued. “That a small minority of human beings literally have no conscience was and is a bitter pill for our society to swallow — but it does explain a great many things, shamelessly deceitful political behavior being one.” – link

But since America is a corporation or corporatocracy, essentially captured 100% by business interests, you can interchange the number one spot of CEO for the POTUS. Corporations write the legislation through bought-off politicians, control public opinion through mainstream media and policy institutions, degrade the education system into a conveyor belt of unthinking corporate drones for a life of corporate consumerism, and manipulate society through all other levers of power while crushing any uprisings with its panoptic security/surveillance apparatus.

In the video below, Chris Hedges talks about sacrifice zones like mountain top removal for coal in West Virginia, but knowing what we know about the state of the biosphere, in particular climate change and ocean acidification, we can say that the entire planet will soon be one big sacrifice zone. The “rapacious, immoral elites” are on track to take the entire planet down. What makes this oppressive system so immovable is that everyone is a participant, whether by choice or not.

highway-robbery-fiscal-cliff-cartoon

While many liberal blogs were celebrating what looked on the surface to be an Obama victory of raising taxes on the über wealthy, they apparently did not notice what was being slipped up their behind.

For starters, the payroll tax, which was lowered in 2011 from 6.2% down to 4.2% in an effort to breathe some life into a moribund middle class, has jumped back up by 2% to its original rate. 160 million American workers will now shell out another $35 to $180 per week depending on their income level. The payroll tax is capped for incomes greater than $113,000 at $2,274. This means that it’s a regressive tax –anyone making over $113,00 will pay less as a percentage of their income, while for everyone else the tax is a net increase of 2%.

So while the plebs are scrounging around to pay that extra tribute to the Empire, our corporate overlords have extracted more blood from the serfs:

The “fiscal cliff” legislation passed this week included $76 billion in special-interest tax credits for the likes of General Electric, Hollywood and even Captain Morgan. But these subsidies weren’t the fruit of eleventh-hour lobbying conducted on the cliff’s edge — they were crafted back in August in a Senate committee, and they sat dormant until the White House reportedly insisted on them this week…

In late July, Finance Chairman Max Baucus announced the committee would soon convene to craft a bill extending many expiring tax credits. This attracted lobbyists like a raw steak attracts wolves. …

General Electric and Citigroup, for instance, hired Breaux and Lott to extend a tax provision that allows multinational corporations to defer U.S. taxes by moving profits into offshore financial subsidiaries. This provision — known as the “active financing exception” — is the main tool GE uses to avoid nearly all U.S. corporate income tax.

Corporations also got another legalized tax avoidance here:

As part of the fiscal cliff deal, Congress also extended another little-known tax break that benefits large multinationals selling products through overseas affiliates. This “pass-through” exemption permits a U.S.-based company to set up a new corporation in a tax haven like the Cayman Islands and sell it a patent owned by the U.S. parent company. Royalties on overseas licensing of that patent would then route to the tax-sheltered firm, instead of the U.S. parent company. The Joint Committee on Taxation says the two-year cost of extending this shelter is $1.5 billion.

And you wouldn’t expect the financial oligarchs to forgo any of their piece of the pie:

The financial services industry, whose leaders had earlier joined a group of other corporate executives pushing for a “fair” solution to the fiscal crisis, is one of the primary beneficiaries of special-interest tax breaks. The active-financing exception, for example, permits banks like Morgan Stanley to avoid the 35 percent U.S. corporate tax rate on interest income from money lent overseas. A handful of other U.S.-based multinational companies with financing arms, such as Ford Motor Co. and General Electric, also use that exemption to lower their tax bills…

…[T]he “active financing” exception … permits businesses earning interest on overseas lending to defer U.S. taxes on that income indefinitely…

Vampire-squid Goldman Sachs and too-crooked-to-fail Bank of America also get tax breaks for moving into the new World Trade Center that replaced the pre-9/11 one:

…This tax provision was created to help revitalize Lower Manhattan’s small businesses but instead helped out these two mega-bailed-out banks and helped to subsidize the construction of luxury apartments. Goldman Sachs alone was reported to have received $1.6 billion in tax-free financing of its new building…

There are many more corporate giveaways in the fiscal spiked dildo that was rammed into Main Street, but you get the idea. America is just one big plantation for our corporate masters to harvest from on a perpetual basis. Yves Smith has a post discussing the permanent cementing-in of a class structure composed of the ‘have all’ and ‘have nothing’:

…The newest chat, with economist James Henry, focuses on how the deal on estate taxes allows the rich to pass on wealth to their children, allowing inequality to persist across generations. And he reminds us that a lot of Congressmen are rich enough that this provision will benefit their families…

I could not have summed up the situation better than the first commenter:

Screen shot 2013-01-05 at 2.08.12 PM

In their mad dash to cling to a sinking ship’s last remaining point above water, the callus elite won’t hesitate to trample all over women and children. In a world of ‘peak everything’ and a dying biosphere, the venal nature of man will surely surface in spades.

America: The Mafia State (It’s no exaggeration)

This is a stellar interview with Matt Taibbi and Yves Smith worth watching from start to finish. They cover a lot of ground in a short time including the shredding of the social fabric by Wall Street malfeasance and the fact that your grandmother’s life is more endangered by a high-finance businessman in a suit and tie rather than the local purse snatcher on the street corner. Remember when Lloyd Blankfein admitted that some of their financial instruments were of no benefit to society?

Excerpt on the comparisons with Wall Street and the Mafia Dons:

BILL MOYERS: You’re describing a corrupt financial and political system. And both of you in recent writings, your current article in “Rolling Stone,” which is devastating on the scam that the “Wall Street learned from the Mafia,” and a recent column you wrote about the mafia state, you’re both using that metaphor to apply to our financial and political system. When I read your pieces, you’re not playing with words there. You mean it.

YVES SMITH: Yeah.

BILL MOYERS: Why do you mean it?

YVES SMITH: Well, the mafia, when it gets to be big enough, first thing it has services that people feel they need if they’re in a difficult situation. So, for example, loan sharking. If you really need money, they do have the money. And people enter into these loan shark deals even though they know it’s going to be very difficult to pay 20 percent or more interest and they’ll have their legs broken if they don’t pay back.

And the banks actually behave very much in that manner when they find people who really need money. So you see this with credit cards, you know, that, or, and with mortgages. That if you hit– it’s not this if you hit any tripwire, that, you know, become in arrears, the banks basically act in this very extortionate manner and don’t cut any breaks.

MATT TAIBBI: And I think that there’s also this, they are the mafia because of their vast criminality in Wall Street now is that it’s bribery, theft, fraud, bid rigging, price fixing, gambling, loan sharking. All of these things, it’s all organized.

I mean, the story I just wrote about, which was about the systematic rigging of municipal bond auctions, which affected every community in every state in the country and all of the major banks were involved, including Chase.

They were rigging the auctions that were designed to create a fair rate of return on the investments that towns were getting on their– the money they borrowed for municipal bonds. And this is not like something that the mafia does. This is what the mafia does. The mafia has historically, it’s one of their staple businesses, is bid rigging for construction or garbage or, you know, street cleaning services, whatever it is.

They’re doing exactly the same thing. The only thing that’s different is there’s no violence involved. But what their method of control is that they’re ubiquitous. They have this incredible political power that the mafia never had.

YVES SMITH: And they also have what amounts to an oligopoly. I mean, for many of these services, you have a great deal of difficulty going beyond the five biggest banks, you know? This is– it’s the consequence of too big to fail is that when, you know, some of the smaller players, again, you know, like– JPMorgan buying Bear Stearns.

In the crisis, when the smaller players got sick, they were merged into the bigger players. So now if you want– for a lot of these services, there aren’t that many players for you to go to. You really have no choice in– other than to deal with the big banks.

BILL MOYERS: Congress is paid to be informed and to hold these guys accountable. Why don’t they ask the kind of questions you’re dealing with here?

MATT TAIBBI: People refuse to look at these banks and think of them as organized crime organizations.

They in their eyes, organized crime is always either the Italian mafia or the Irish mafia. This isn’t what it looks like. But that is who they are. And I think that they’re treated with a kind of deference and respect, because traditionally that’s not who they were. They were these icons of finance who helped build this country.

But that’s not who they are anymore. And I think, it’s hard for people to wrap their heads around that and treat them the way they should be treated.

YVES SMITH: Well, I think people don’t want to think that there’s something wrong with leaders. And CEOs are leaders of the business community. If you really believe that CEOs of businesses that are really fundamental to the economy are corrupt, you have to think of a very serious restructuring of the business and financial system.

And even if people kind of intellectually might be willing to contemplate that, they don’t really want to go to what the implications are. So it’s much easier for them to block out that thought.

Critical to remember is that the key cause of the short-term, predatory behavior discussed above is what is called the ‘financialization’ of capitalism over the last several decades. In other words, the productive aspect of the economy, such as manufacturing and research and development, were replaced by manipulation of the economy with financial instruments and creating wealth-extracting bubbles. An example of a corporation becoming financialized is GE:

Since over half of GE’s revenue is derived from financial services, it is arguably a financial company with a manufacturing arm.

Examples of financial bubbles in our economy are the dot-com bubble, the commodities bubble, the housing bubble, the student loan debt bubble, the credit card debt bubble, or even more recently the gas fracking bubble:

…Chesapeake and its lesser competitors resemble a Ponzi scheme, overhyping the promise of shale gas in an effort to recoup their huge investments in leases and drilling. When the wells don’t pay off, the firms wind up scrambling to mask their financial troubles with convoluted off-book accounting methods. “This is an industry that is caught in the grip of magical thinking,” Berman says. “In fact, when you look at the level of debt some of these companies are carrying, and the questionable value of their gas reserves, there is a lot in common with the subprime mortgage market just before it melted down.” Like generations of energy kingpins before him, it would seem, McClendon’s primary goal is not to solve America’s energy problems, but to build a pipeline directly from your wallet into his.

The numbers vary slightly on the internet as to the finance industry’s take of the total profits of the economy, but the overall trend has been an ever-increasing slice of the economic pie. Just before the financial meltdown of 2008, finance accounted for more than a third of total profit in the economy and it has come roaring back since then. The Free Market Economy has evolved from a supposed model of efficient use of capital for the benefit of production to the efficient funneling upwards of capital to the elite 1%. And of course there is the revolving door between the government and finance industry. The graph below shows the growth of the finance industry as a percentage of the total corporate profits since 1948:

American companies are now run by money men who have different priorities than those business leaders of the past. David Bollier explains:

We all know the story of enclosure as it applies to the commons. The lesser-known story is that businesses are enclosing themselves – aggressively cannibalizing their own internal productive capacities in order to maximize short-term profits.

Harvard business guru Clayton Christensen argues in Forbes magazine that business executives are so habituated to seeing the world through a scrim of financial abstractions that they are blindly undercutting their own long-term productive capacities. The problem is so pervasive, says Christensen, that “whole sectors of the economy are dying…”

Financialization could be called the degenerate, end-stage of capitalism where making money from money is the be-all and end-all of corporate decision-making.

Professor Wolff discusses with William Tabb this financialization of the economy in more detail here. Our economy has become a giant Ponzi scheme. This won’t end well.

A Kabuki Play

"What we have, in what passes for US democracy in 2012, is a kabuki play that Cicero put to papyrus 1948 years earlier. All historical empires and war aggressors have used propaganda to claim their looting and police states were necessary and helpful to the 99%. Instead, a sorrowful history tells us they were almost always for the sole benefit of the 1%." - Albert Bates
