Over the ages, a number of empires have exploited and looted the resource-rich lands of Africa. At its height, the Roman Empire stretched from Scotland in the northern hemisphere to the deserts of Africa in the south. The Romans stripped their North African territory of its trees, making it their breadbasket of grain production. Originating in central Africa, malaria was likely spread to the center of the Roman Empire on their cargo ships. Passengers on their boats could have carried malaria in their bloodstream before becoming symptomatic, and water barrels on board could have harbored mosquito larvae. In fact, the DNA work of Dr. Robert Sallares has proven that the most lethal form of malaria helped topple ancient Rome. Fast forwarding to today, the blow-back from industrial agriculture and transnational corporate land grabs in Africa has now reached the shores of the hegemonic American Empire in the form of a deadly tropical disease called Ebola.

The Roman Empire seized fertile African land by brute force, but in modern times capitalist industrial civilization takes over Third World countries with the stroke of a pen. Structural adjustment loans by such tools of western power as the IMF and World Bank are signed requiring privatization of the economy and government cuts in social spending. Vast tracks of forests are cleared for mining or monoculture crop production such as palm oil. Subsistence farmers are dispossessed of their ancestral lands and forced to migrate to cities in search of work. Deprived of adequate healthcare and the opportunity to earn a livable wage, these urban poor live in squalor and are driven to hunt in the surrounding forests for a cheap source of protein known as bushmeat. Fruit bats, a keystone environmental species, have been identified as an Ebola virus host that has spread the disease through bushmeat consumption, habitat destruction, and human encroachment. Thus the neoliberal agenda of ‘developed’ nations has acted to create the atmosphere from which this pandemic arose.

Due to the long history of exploitation by outside powers, native Africans are justifiably wary and prone to conspiracy theories involving intervention by Western institutions as well as their own governments which have been, to a great degree, corrupted by the resource curse. These unpleasant facts are, of course, never mentioned by the MSM because it might spark a flicker of moral compunction in the ‘developed’ world which has ended up with so much of Africa’s wealth in the form of rare earth minerals used inside electronic devices, gold and diamonds in jewelry, or petrol pumped into vehicles. The horrific realities behind conflict minerals are always kept out of sight and out of mind by the next consumer diversion.

The following video is a brilliant lecture by Rob Wallace, evolutionary biologist and public health phylogeographer, discussing the epidemiologic links between the current Ebola outbreak and the socioeconomic policies of capitalist industrial civilization.

“Pathogens routinely trace society’s inequalities and expropriations like water traces cracks in ice… Ebola represents such a case. The shifts in land use in the Guinean region where the new strain apparently emerged are connected to the kinds of neoliberal structural adjustments that, alongside divesting public health infrastructure, open domestic food production to global circuits of capital… [The corporate agribusiness land acquisitions in Africa] are markers of a complex policy-driven faith change in agroecology…that undergirds Ebola’s emergence here.” ~ Rob Wallace

In biology there is a phenomenon known as the Allee effect which occurs when a species declines to a critical population threshold, becoming too spread out over a large area to find a mate for reproduction and thereby making a crash to extinction all but inevitable. The Allee effect applies to infectious diseases as well, and if you can knock down an outbreak below an infection threshold through such methods as vaccinations or proper sanitation, then the outbreak can burn out on its own. However, as Rob Wallace wryly states, “…structural problems can render emergency responses null and void, no matter how much Bill Gates pays out.” In other words, we may have destroyed the ecosystem’s natural ability to keep such pathogens in check and from expanding out of control in the future:

“…commoditizing the forest and neoliberal dispossession may have lowered the region’s ecosystemic threshold to a point that no emergency intervention can drive the pathogen population low enough to burn out on its own. The pathogen will continue to circulate with the potential to explode. In short, neoliberalism’s shifts aren’t just a background upon which such emergencies take place. It is the emergency as much as the virus itself. And history has demonstrated this time and again. Faith changes and social organization, for better and for worse, change epidemiologies. Domesticated livestock served as sources for human diphtheria, influenza, measles, mumps, plague, pertussis, rotavirus, tuberculosis, sleeping sickness, etc. Ecological changes brought about upon landscapes by human intervention selected for spill-overs of cholera from algae, malaria from birds, and dengue fever and yellow fever from wild primates… We can pretend otherwise for Ebola, but in protecting the rationals for institutions and policies that likely brought about such outbreaks, if as byproducts of a greater economy alone, we will surely only compound the problem. If not by Ebola this year, then perhaps something else next.”

In addition to the ecosystemic impact of industrial agriculture and global circuits of capital, our highly mobile society and the consequent climate disruption from fossil-fueled globalization have worked to propel the spread of invasive species, diseases, and pathogens:

Overuse of antibiotics and lack of developing new antibiotics are also facilitating the mutation, spread, and rebirth of deadly pathogens across the globe. No new class of antibiotics has been discovered since the 1980’s.

Below is a chart showing the increase in bacterial resistance for selected pathogens. “For example, Staphylococcus aureus resistant to methicillin has increased almost 70% since about 1975.” The dawning of an antibiotic apocalypse is upon us:

A new tv special entitled The Trouble with Antibiotics aired this past week (h/t reader PBM):

“FRONTLINE investigates the widespread use of antibiotics in food animals and whether it is fueling the growing crisis of antibiotic resistance in people. Plus an exclusive interview with the family of a young man who died in a superbug outbreak that swept through a hospital at the National Institutes of Health.”

Amplifying what some call peak antibiotics is the fact that in our capitalist economy, the perverse incentive for monetary profit discourages pharmaceutical companies from developing new antibiotics; there is no market for curing… only prolonging:

…Ebola emerged 40 years ago, and, Dr. Chan said, there were no vaccines or other remedies because it has traditionally been confined to poor African countries. A profit-driven pharmaceutical industry had no incentive to make products for countries that could not pay, she said.

The risks of neglecting health care in developing countries are global, Dr. Chan said, adding that “when a deadly and dreaded virus hits the destitute and spirals out of control, the whole world is put at risk.”… – link

The budget of the National Institutes of Health (NIH) has also stagnated, leaving Dr. Francis Collins, head of the NIH, to admit that an Ebola vaccine would likely have been found by now if not for budget cuts:

The fragmented and “crapified” nature of America’s for-profit healthcare system has also factored into the fumbled response to Ebola’s invasion into America, as Yves Smith at Naked Capitalism explained recently:

…the statistics say compared to other developed countries, US processes and outcomes are at best mediocre using the best of some admittedly flawed metrics (look here), yet our costs are much higher than those of comparable countries. Furthermore, on Health Care Renewal we have been connecting the dots among severe problems with cost, quality and access on one hand, and huge problems with concentration and abuse of power, enabled by leadership of health care organizations that is ill-informed, incompetent, unsympathetic or hostile to health care professionals’ values, self-interested, conflicted, dishonest, or even corrupt and governance that fails to foster transparency, accountability, ethics and honesty…

…The US health care system is now heavily commercialized. Health care corporations, including pharmaceutical and biotechnology companies, are often lead by generic managers who subscribe to the business school dogma of the “shareholder value theory,” which seems to translate into putting short-term revenues ahead of all other goals. Thus they have been“financialized.”  At least in the pharmaceutical and biotechnology sector, such financialization appears to now be global…

…from 1983 to 2000, the number of managers working in the US health care system grew 726%, while the number of physicians grew 39%, so the manager/physician ratio went from roughly one to six to one to one (see 2005 post here). As we noted here, the growth continued, so there are now 10 managers for every US physician…

International institutions such as the World Health Organization (WHO) have also been “crapified’ under neoliberal ideology:

There is little wonder why the Ebola outbreak caught the WHO so flat footed as they spent months making mealy mouthed statements but never coordinating an effective response. The Gates foundation is the WHO boss, not governments, and if they weren’t demanding action, then the desperate people affected by Ebola weren’t going to get any…

…The Bill and Melinda Gates Foundation has pledged an additional $50 million to fight the current Ebola epidemic but that too is problematic, as Director General Chan describes. “When there’s an event, we have money. Then after that, the money stops coming in, then all the staff you recruited to do the response, you have to terminate their contracts.” The WHO should not be lurching from crisis to crisis, SARS, MERS, or H1N1 influenza based on the whims of philanthropy. The principles of public health should be carried out by knowledgeable medical professionals who are not dependent upon rich people for their jobs.

The Gates are not alone in using their deep pockets to confound what should be publicly held responsibilities. Facebook founder Mark Zuckerberg announced that he was contributing $25 million to fight Ebola. His donation will go to the Centers for Disease Control Foundation. Most Americans are probably unaware that such a foundation even exists. Yet there it is, run by a mostly corporate board which will inevitably interfere with the public good…

Essentially, both ISIS and the Ebola pandemic are crises of the corporate state’s own making. Vast sums of money have flowed into America’s war machine to fight the terrorist threat of ISIS, yet the specter of a global pandemic has elicited a much more belated and tepid reaction from the leaders of our brave new privatized and financialized system of government. As with climate change, it has become clear once again that the health of the world and its people cannot be trusted with these adherents of neoliberal capitalism, and as I stated in a previous blog post, the conspiracy is systemic and legalized. The virus of capitalist industrial civilization appears to be on an unstoppable trajectory of burning itself out within our children’s lifetime.

Building on a report which came out late last year, the World Bank released another report yesterday with the catchy title of ‘Turn Down the Heat: Climate Extremes, Regional Impacts, and the Case for Resilience‘. It was prepared for them by the Potsdam Institute for Climate Impact Research and Climate Analytics and describes the effects of present day, 2°C, and 4°C (or 7.2° F) warming on agriculture, water resources, coastal ecosystems and cities across Sub-Saharan Africa, South Asia and South East Asia. Here are the key findings:

– By the 2030s, droughts and heat will leave 40% of the land in Sub-Saharan Africa, presently growing maize, unable to support that crop.

– Rising temperatures threaten major loss of savanna grasslands and the pastoral livelihoods of millions.

– By the 2050s, malnutrition is projected to increase by 25-90 percent compared to the present in various African subregions.

– In South Asia, the critical monsoon season may become erratic and unpredictable, precipitating a major crisis in the region.

– The devastating Pakistan floods of 2010 may become common place, threatening tens of millions.

– Extreme droughts across India may threaten their food system and lead to widespread shortages.

– As a temperature increase of 4°C approaches, rural populations across South East Asia are faced with sea level rise, more intense tropical cyclones, and loss of critical marine ecosystem services.

– Climate refugees fleeing into urban areas may lead to larger numbers of people living in ‘temporary’ camps which will increase their exposure to heat waves, flooding, and diseases.

– Sea level rise has been occurring faster than previously projected and a rise of as much as 50 cm by the 2050s may already be unavoidable as a result of past emissions.

– By the 2030s a sea level rise of 15 cm, coupled with more intense cyclones, threatens to inundate much of Manilla, Mumbai, Kolkata, Ho Chi Minh City, and Bangkok.

Obviously this sort of climatic change is going to increase terrorism and war as well as tax the electric grid and infrastructure of industrial civilization. It may get so unbearable that many will pray for NTE.

World Bank Group President Jim Yong Kim had this to say:

This new report outlines an alarming scenario for the days and years ahead – what we could face in our lifetime. The scientists tell us that if the world warms by 2°C — warming which may be reached in 20 to 30 years — that will cause widespread food shortages, unprecedented heat-waves, and more intense cyclones. In the near-term, climate change, which is already unfolding, could batter the slums even more and greatly harm the lives and the hopes of individuals and families who have had little hand in raising the Earth’s temperature.

He goes on to add the following hopium:

I do not believe the poor are condemned to the future scientists envision in this report. In fact, I am convinced we can reduce poverty even in a world severely challenged by climate change. We can help cities grow clean and climate resilient, develop climate smart agriculture practices, and find innovative ways to improve both energy efficiency and the performance of renewable energies. We can work with countries to roll back harmful fossil fuel subsidies and help put the policies in place that will eventually lead to a stable price on carbon.

Spare me the false concern with the world’s poor and destitute. Has the World Bank lifted a finger to stop the global land grab?

…The World Bank has played a decisive role in turning agriculture into an industry, and promoting the ever-increasing incorporation of natural goods into the market. Everything seems to indicate that it remains faithful to this role today, and continues to facilitate land grabs that represent great business opportunities for capitalists but greater dispossession for rural communities. – source

Without a complete paradigm shift, there can be no other outcome except economic collapse, famine, pestilence, war, and a major population contraction. When the wolves are in sheep’s clothing, expect business-as-usual. Reports describing the dire nature of our predicament will continue to be published just as every prediction in said reports becomes reality. Population overshoot, resource depletion, and a destabilized climate cannot be mitigated by making cities “clean and climate resilient.” If you recall, the mega-cities of today are by their very nature unsustainable because they import vast amounts of resources to support their overstretched ecological footprint. The World Bank report even says that 50cm sea level rise is likely already baked into the cake from past emissions, all the while CO2 and methane levels continue to rise. How would you make all the coastal cities, whose residents comprise a major portion of the world’s population, “climate resilient”? Last time I checked, the devastation left by Hurricane Sandy was still visible and many people were rebuilding right where their house previously stood, with the hope that Sandy was a “once in a lifetime event”. “Develop climate smart agriculture practices” is code for GMOing our way out of this problem. A “stable price” for carbon? Is that going to stop China’s coal consumption?

…Despite its efforts to limit coal consumption and focus on alternative fuel sources, China’s thermal coal demand was expected to double by 2030, analyst Wood Mackenzie reported this week.

In a paper titled ‘China: The Illusion of Peak Coal’, Wood Mackenzie reported that the Asian major’s demand would grow to around seven-billion tons a year of thermal coal, which was contrary to speculation that China’s thermal coal demand may reach a peak in the next decade.

“It is very unlikely that demand for thermal coal in China will peak before 2030,” said William Durbin, Wood Mackenzie’s Beijing-based president of global markets.

“Why? Because China’s aggressive investment programme for nuclear, natural gas and renewables capacity is centred in the coastal region while coal-fired capacity grows in the central and western provinces. Indeed, there are also a plethora of coal-intensive conversion projects being built or planned that are significantly adding to demand.”…

…“Government mandates to improve the environment by reducing coal use will require steep investments in alternatives, the use of emission control technology or reduced economic growth rate targets – options which are not currently happening,” Durbin said.

“But what is noteworthy, however, is that there is greater potential for further demand growth beyond our expectations. Failure to meet an aggressive noncoal-power capacity build, investment in more efficient technologies and the expansion of the UHV network will increase the dependence on and use of coal. In the end, China’s thermal coal demand will see persistent growth until 2030, rendering peak coal an illusion.

Humans can talk about becoming sustainable until they are blue in the face, but with a global population growing by more than 200k per day, the rest of the planet striving for a high consumption western lifestyle, and external environmental costs of business(doubling every 14 years) ignored by corporations, how can that ever be possible? It won’t… until it can’t.

In my post “The Vicious Price/Demand Cycle of Peak Oil & Blackouts in Greece” I mentioned the global land grabs occurring, primarily in Third World countries, by corporations and ‘developed’ countries in order to secure the resources to feed their nation’s citizens and extract profit. These resource appropriations take place at the expense of local, indigenous people who have farmed the land in a sustainable way for centuries if not thousands of years. The bottom line of these land grabs is to get control of the water resources connected to the land. The non-profit organization called GRAIN published an excellent article today explaining this theft in great detail. I highly recommend reading it in its entirety. Also worth reading is “The Land Grabbers: The New Fight Over Who Owns the Earth” by Fred Pearce, an excerpt of which was published today at Salon.com.

Although all the countries who practice industrial monoculture farming and factory farming are unsustainable and depleting their fresh water resources faster than they are being replenished by natural rainwater/snowmelt, Saudi Arabia is the most severe example:

…perhaps the situation is nowhere more dramatic than in the Middle East. Saudi Arabia has no rain or rivers to speak of, but possesses vast ‘fossil water’ aquifers beneath the desert. During the 1980s the Saudi government invested $40 billion of its oil revenues to pump this precious water to irrigate a million hectares of wheat. Later, in the 1990s, in order feed the growing industrial dairy farms that popped up across the desert, many farmers switched to alfalfa, a crop that needs even more water. It was clear that the miracle couldn’t last; the aquifers soon collapsed and the government decided to outsource its food production to Africa and other parts of the world instead. Some 60% of the country’s fossil water under the desert was squandered in the process. Gone and lost forever.

As Saudi Arabia uses its oil wealth to procure resources abroad, so is China doing the same with the wealth generated from its success as an exporter and the huge trade surplus it has built up:

More than 40% of the Earth’s land is used for human needs, including cities and farms; and with the population set to grow by a further two billion by 2050, that figure could soon exceed 50%. Rising demand for resource-expensive foods such as beef could mean it happens by 2025, Prof Barnofsky’s modelling suggests. “It really will be a new world, biologically, at that point,” he said. “I think that if we want to avoid the most unpleasant surprises, we want to stay away from the 50% mark.

Reading about these land grabs by resource hungry wealthy countries who practice industrialized farming makes me think of the following quote and how little time we have left before mass starvation on a global scale occurs:

Is Our Agricultural System About to Collapse? 

I’ve written before about what exactly it means to have an unsustainable agricultural system: If our current system doesn’t change, then one day it will collapse, and millions — if not billions — will starve. This collapse won’t have been unprecedented; it may, in fact, be an almost inevitable part of a cycle of growth and devastation that humanity has been experiencing since the agricultural revolution, as described in a new book, Empires of Food, by the academic Evan D. G. Fraser and the journalist Andrew Rimas.

The book analyzes the agricultural system in places and time periods from Mesopotamia to Rome to the Middle Ages and beyond. It chronicles a disturbingly reliable pattern of agricultural innovation, expansion, and trade that accompanies periods of favorable weather (just as we’ve experienced for the past half-century) and then the horrific implosion of the food system (and the civilization that built it) that always follows because of soil erosion, overpopulation, and climate change. Economic troubles caused by unsound banking practices also usually figure prominently in the demise. Does any of this sound eerily familiar?

What follows are excerpt from the GRAIN article:

Concerning the real reason for the land grabs: Water

“The tensions in south western Ethiopia illustrate the central importance of access to water in the global land rush. Hidden behind the current scramble for land is a world-wide struggle for control over water. Those who have been buying up vast stretches of farmland in recent years, whether they are based in Addis Ababa, Dubai or London, understand that the access to water they gain, often included for free and without restriction, may well be worth more over the long-term, than the land deals themselves.

In recent years, Saudi Arabian companies have been acquiring millions of hectares of lands overseas to produce food to ship back home. Saudi Arabia does not lack land for food production. What’s missing in the Kingdom is water, and its companies are seeking it in countries like Ethiopia.

Indian companies like Bangalore-based Karuturi Global are doing the same. Aquifers across the sub-continent have been depleted by decades of unsustainable irrigation. The only way to feed India’s growing population, the claim is made, is by sourcing food production overseas, where water is more available.

“The value is not in the land,” says Neil Crowder of UK-based Chayton Capital which has been acquiring farmland in Zambia. “The real value is in water.” [1]

And companies like Chayton Capital think that Africa is the best place to find that water. The message repeated at farmland investor conferences around the globe is that water is abundant in Africa. It is said that Africa’s water resources are vastly under utilised, and ready to be harnessed for export oriented agriculture projects.

The reality is that a third of Africans already live in water-scarce environments and climate change is likely to increase these numbers significantly. Massive land deals could rob millions of people of their access to water and risk the depletion of the continent’s most precious fresh water sources.

All of the land deals in Africa involve large-scale, industrial agriculture operations that will consume massive amounts of water. Nearly all of them are located in major river basins with access to irrigation. They occupy fertile and fragile wetlands, or are located in more arid areas that can draw water from major rivers. In some cases the farms directly access ground water by pumping it up. These water resources are lifelines for local farmers, pastoralists and other rural communities. Many already lack sufficient access to water for their livelihoods. If there is anything to be learnt from the past, it is that such mega-irrigation schemes can not only put the livelihoods of millions of rural communities at risk, they can threaten the freshwater sources of entire regions. (See Water mining, the wrong type of farming and Death of the Aral Sea)”

In the not-so-distant future, water will become “the single most important physical-commodity based asset class, dwarfing oil, copper, agricultural commodities and precious metals,” says Citigroup’s chief economist, Willem Buiter.

Hydro-colonialism?

The Nile and the Niger basins are only two of the examples of the massive give away of land and water rights. The areas where land grabbing is concentrated in Africa coincide closely with the continent’s largest river and lake systems, and in most of these areas irrigation is a prerequisite of commercial production.

The Ethiopian government is constructing a dam in the Omo river, to generate electricity and irrigate a huge sugarcane plantation; a project that threatens hundreds of thousands of indigenous people that depend on the river further downstream. It also threatens to empty the world biggest desert lake, Lake Turkana, fed by the Omo river. In Mozambique the government had signed off on a 30,000 hectares plantation along the Limpopo river which would have directly affected farmers and pastoralists now depending on the water. The project was revoked because the investor didn’t deliver, but the government is looking for others to take over. In Kenya, a tremendous controversy has arisen from the government’s plans to hand out huge areas of land in the delta of the Tana River with disastrous implications for the local communities depending on the delta’s water. The already degraded Senegal river basin and its delta have been subject to hundreds of thousands of hectares in land deals, putting foreign agribusiness in direct competition for the water with local farmers. The list goes on, and is growing by the day. This table shows a selection of the most important cases.

Peter Brabeck-Letmathe, the Chairman of Nestle, says that these deals are more about water than land: “With the land comes the right to withdraw the water linked to it, in most countries essentially a freebie that increasingly could be the most valuable part of the deal.”[8] Nestle is a leading marketer of bottled water under brand names including Pure Life, Perrier, S.Pellegrino and a dozen others. It has been charged with illegal and destructive groundwater extraction, and of making billions of dollars in profits on cheap water while dumping environmental and social costs onto communities. [9]

Asked at an agricultural investment conference whether it is possible to make money from water, Judson Hill of one of the private equity funds involved, was unequivocal: “Buckets, buckets of money,” he told a meeting of bankers and investors in Geneva. “There are many ways to make a very attractive return in the water sector if you know where to go.”

In the not-so-distant future, water will become “the single most important physical-commodity based asset class, dwarfing oil, copper, agricultural commodities and precious metals,” says Citigroup’s chief economist, Willem Buiter.[10] No surprise, then, that so many corporations are rushing to sign land deals that give them wide-ranging control over African water. Especially when African governments are essentially giving it away. Corporations understand what’s at stake. There are “buckets of money” to be made on water, if only it can be controlled and turned it into a commodity. (See Virtual water  and Grabbing carbon credits?)

The secrecy that shrouds land deals makes it hard to know exactly what’s being handed over to foreign companies. But from those contracts that have been leaked or made public, it is apparent that the contracts tend not to contain any specific mention of water rights at all, leaving the companies free to build dams and irrigation canals at their discretion, sometimes with a vague reference to ‘respecting water laws and regulations’.[11]  This is the case in the agreements signed between the Ethiopian government and both Karuturi and Saudi Star in Gambela, for example. In some contracts,  a minor user fee is agreed upon for the water, but without any limitation on the amount of water that can be withdrawn. Only in rare cases are even minimal restrictions imposed during the dry season, when access to water is so critical for local communities. But even in instances where governments may have the political will and capacity to negotiate conditions to protect local communities and the environment, this is made increasingly difficult due to existing international trade and investment treaties that give foreign investors strong rights in this respect.[12]”

Stop the water grab

If this land and water grab is not put to an end, millions of Africans will lose access to the water sources they rely on for their livelihoods and their lives. They may be moved out of areas where land and water deals are made or their access to traditional water sources may simply be blocked by newly built fences, canals and dikes. This is already happening in Ethiopia’s Gambela, where the government is forcibly moving thousands of indigenous people out of their traditional territories to make way for export agriculture. By 2013, the government wants to remove 1.5 million people from their territories across Ethiopia.[13] As the bulldozers move into the newly acquired lands, this will become an increasingly common feature in Africa’s rural areas, generating more tensions and conflicts over scarce water resources.

But the impacts will run far beyond the immediately affected communities. The recent wave of land grabbing is nothing short of an environmental disaster in the making. There is simply not enough water in Africa’s rivers and water tables to irrigate all the newly acquired land. If and when they are put under production, these 21st century industrial plantations will rapidly destroy, deplete and pollute water sources across the continent. Such models of agricultural production have generated enormous problems of soil degradation, salinisation and waterlogging wherever they have been applied. India and China, two shining examples that Africa is being pushed to emulate, are now in a water crisis as a result of their Green Revolution practices. Over 200 million people in India and 100 million in China depend on foods produced by the over-pumping of water.[14] Fearing depleted water supplies or perhaps depleted profits, companies from both countries are looking now to Africa for future food production.

Africa is in no shape for such an imposition. More than one in three Africans live with water scarcity, and the continent’s food supplies are set to suffer more than any other’s from climate change. Building Africa’s highly sophisticated and sustainable indigenous water management systems could help resolve this growing crisis, but these are the very systems being destroyed by land grabs.

Advocates of the land deals and mega irrigation schemes argue that these big investments should be welcomed as an opportunity to combat hunger and poverty in the continent. But bringing in the bulldozers to plant water-intensive export crops is not and cannot be a solution to hunger and poverty. If the goal is to increase food production, then there is ample evidence that this can be most effectively done by building on the traditional water management and soil conservation systems of local communities. [15] Their collective and customary rights over land and water sources should be strengthened not trampled.

But this is not about combating hunger and poverty. This is theft on a grand scale of the very resources – land and water – which the people and communities of Africa must themselves be able to manage and control in order to face the immense challenges they face this century.
